**November 2011 reprogramming: the TBD for HIV Commodity Purchase and Distribution was split between KEMSA and SCMS. This new mechanism includes funds from the TBD for HMBL (for the procurement of blood safety reagents and equipment), HMIN (for the procurement of injection safety materials), HVTB (for the procurement of TB reagents), and HLAB (for the procurement of lab reagents, rapid test kits, and equipment).
