PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.

Expenditure Program Areas track general areas of PEPFAR expenditure.
Expenditure Sub-Program Areas track more specific PEPFAR expenditures.
Object classes provide highly specific ways that implementing partners are spending PEPFAR funds on programming.
Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

The Health Policy Project aims to strengthen policy, advocacy, and governance for strategic, equitable and sustainable health programming. The project strengthens the capacity of governments, and other partners to advocate for evidence-based health programs. This transfer of skills and leadership is a central goal of the Global Health Initiative and PEPFAR/India country strategy that recognize the importance of in-country capacity, ownership, and accountability for making a lasting impact on health policies, programs and systems. It aligns with the PEPFAR Blueprint of Driving Results with Science # 1 leveraging greatest impact by investing in continued implementation science), and with the PEPFAR/India Strategy Goal #2.2: Data for Decision-Making: Availability of Quality Data and Evidence. In FY2014, the project will support the Department of AIDS Control (DAC) and one of the Network of Indian Institutions for HIV/AIDS Research (NIIHAR) institutions, in undertaking secondary data analysis to support evidence-based policy development for HIV/AIDS.
An area for secondary data analysis will be identified with DAC. The data sets will be provided by DAC and the analyzed data will be used to complement policy analysis, to support policy advocacy and policy reform, and to influence strategies and interventions. This is in line with the PEPFAR/India approach and Global Health Initiatives principles of investing in country-led plans, investing in metrics, and promoting research. This activity is appropriate for the India program and its status as a Technical Collaboration country, and promotes its peer-to-peer relationship with DAC. This activity will be co-funded with DAC and the selected institution from NIIHAR.
Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
