This mechanism seeks to increase knowledge, attitudes and practices of key behaviors as well as increase utilization of quality HIV/AIDS related services for KPs, namely FSWs. The project seeks to strengthen the implementation of KP programs by indigenous local non-governmental organizations. This mechanism targets local NGOs who implement activities in selected four (4) urban locations with relatively high concentrations of KPs in Ghana. Size estimations conducted indicates that Ghana has an estimated 51,937 FSWs and the mechanism will seek to target these people. Key interventions include a focus on key cross-cutting challenges including anti-stigma and discrimination; access to condoms and lubricants; and access to and use of quality health services for HIV/AIDS, including drop-in-center and KP-friendly centers. Strategies used include PE outreach, “Helpline” programs and provision of T&C services. This is a continuation of PEPFAR/Ghana’s strategy of transitioning direct service delivery to local NGOs. The Mechanism also supports capacity building of its sub-partners to effectively program for key populations both technically and administratively through a system of assessments, follow up action plans, as well as mentoring of key members of the organization. The HIV/AIDS prevention interventions for KP focuses primarily on the following key health behaviors: 1) use condoms consistently and correctly; 2) use non-oil based lubricants properly; 3) get tested and know your result; 4) disclose your HIV status to regular partners; 5) promptly seek appropriate and effective treatment (including for STI); 6) adhere to treatment, including ART, OIs and STIs; 7) reduce your number of multiple and concurrent sexual partners; 8) actively participate in program design and im

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
