GMS was established by the US Government to provide urgent, short-term technical support to countries receiving grants from the GFATM. GMS implemented a very successful TA assignment during FY 2014 with PEPFAR funds to strengthen the Country Coordinating Mechanism (CCM) to ensure effective governance and strategic oversight. TA to the CCM will continue in FY 2015, with central funds. USAID will leverage the Grant Management Solutions (GMS) project to provide short-term technical support to Principal Recipients for HIV for the Global Fund. This will enable the Principal Recipient (PR) to implement the program management dashboard developed for PRs, as requested by the PR and the GF Portfolio Manager. This will improve management of sub-recipients receiving funding for key populations (KP) focused projects, achieving synergy with PEPFAR’s investments in KP programming, and ensuring continued PEPFAR support to enable the DR to excel in implementation of the New Funding Model focused on key populations.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
