The Health Policy Project aims to strengthen developing country national subnational policy, advocacy and governance for strategic, equitable and sustainable health programming. In the Dominican Republic, the program works to strengthen the capacity of civil society and government to effectively address stigma and discrimination and gender-based violence, especially in relation to key populations and other vulnerable populations. This project will provide technical assistance to NGOs (working with the USAID APC project) and the MOH to reduce stigma and discrimination related to HIV and key populations at priority national HIV care and treatment sites, through measurement of stigma & discrimination, facilitating participatory stigma reduction sessions with healthcare staff, and development of facility policies and codes of conduct. The project will also provide technical assistance to NGOs on improving the response to and prevention of violence against key populations.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
