The goal of this IM is to reduce the impact of HIV/AIDS among MSM, Trans and their partners by strengthening the capacity of indigenous organizations to provide science based HIV prevention interventions, access to testing and referral to clinical services. The main objective is to increase the organizational capacity of GBT organizations to guarantee the access to sustainable quality services. This mechanism will reach 14,200 GBT individuals in Santo Domingo, Santiago and Barahona.

To improve cost effectiveness, this mechanism will continue to provide administrative and programmatic capacity building to 10 local NGOs, addressing organizational strengthening needs and helping them to address stigma and discrimination in the country and promoting friendly services.

The partner will work with community leaders to improve their skills and abilities to address human rights advocacy, citizenship, policy and political positioning. In collaboration with MOH will train clinic staff to develop friendly quality services

Data will be collected using standardized documents, and developing monthly and quarterly summary reports. Reports will be used to view progress versus PEPFAR and custom indicators.

The partner has shown a great record spending awarded funds on time and having a very small pipeline.

To ensure continuity of services, improve programmatic and fiscal panning, CDC has developed a strategy to realign budget periods of PEPFAR funded programs. This mechanism will be realigned in 2014 by funding it for an additional six months.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/.
