Tulane’s overarching goal is to increase the quantity and quality of Strategic Information available in country for the strengthening of HIV/AIDS Prevention, Care and Treatment Programs. During COP 14, Tulane will use a two-folder approach to strengthen and integrate our existing activities, while answering the Ministry of Health most pressing needs for Strategic Information. The proposed strategy for COP 14 work plan aims (1) to Complete and Expand Reporting System activities initiated during COP 13, by identifying and inventorying additional 15 health zones in Katanga; training additional 45 BCZS and 150 Health structure staff in the 15 selected HZ; and following-up the trained BCZS staff through mentoring and coaching; (2) to Follow-up on studies initiated in previous years of the project to increase the quantity and quality of SI available for the MoH (PNLS), by evaluating the size and identifying the locations of Key Populations (Female Sex Workers, Men who have Sex with Men) in the 11 DRC provinces.

Specific objectives for COP 14 Work Plan will include (1) to further strengthen the routine HIV/AIDS Routine Information Reporting System in PEPFAR supported Health Zones, in order to increase the availability and use of data, and (2) to bring high-level targeted scientific and technical support to the design and implementation of studies relevant to DRC MoH needs and priorities.

Different strategies are used for transition over time to GDRC and local organization. Indeed, Health zones inventories; training and follow up visits are conducted by trained health workers from MoH under Tulane technical support. Regarding studies, Tulane is already collaborating with a local organization which is Kinshasa School of Public Health.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
