This mechanism has three main objectives aimed at strengthening the capacity of the Republican Blood Center (RBC) in Tajikistan to implement a comprehensive, national, blood safety program. In ROP14, USG funds will support TTA to: 1) Support sustainable increases in the number of blood units collected from volunteer blood donors; 2) Improve quality in laboratory screening for transfusion transmissible infections (TTI), including HIV, and; 3) Contribute to sustainability by increasing the use of data not only for evidence-based medicine, but also to reduce costs and waste. Projects supported by this mechanism are national in scope, although most activities will be implemented at and by the RBC in Dushanbe. Blood donors, recipients of safe blood, laboratorians, RBC administrative and information technology (IT) staff, and clinicians involved in prescribing and administering blood and blood products will be the main populations affected by this mechanism. Activities will focus on the development of quality management systems. The largest proportion of funds will support the license fee for a blood tracing IT system, and HRH support for a Dushanbe-based IT technician. Funds will also support the procurement of blood bags to allow an expansion of blood collections. The blood bags are provided in connection to an HQ-based TTA project that will support the revision and/or development of relevant guidance documents and training for blood collection staff. CDC staff will also continue to engage with the GF to encourage continued support for blood safety funding from the GF for TJ.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
