The PEPFAR Small Grants Program (PSGP), formerly known as the Ambassadors' Small Grants Program (AHPP) with $200,000.00 will support small community based HIV prevention projects in the Bahamas, Barbados and the OECS countries, Jamaica,Trinidad and Tobago, and Suriname. Activities will focus on supporting the care and treatment continuum including addressing stigma and discrimination, and gender norms through activities that will include advocacy, training Peer Educators, support groups, Gender based violence, and Gender Norms within the context of HIV/AIDS.

With ROP14 funding, new requests for proposals will be sent out by Embassies to provide an opportunity to civil society groups that would not normally be able to access funding. The priority target groups are Men who have sex with men (MSM), Female Sex workers (FSW), Male Sex Workers(MSW) their clients, PLHIV, and youth engaged in high risk behaviors. The grants support NGOs to develop and implement small high quality HIV/AIDS prevention programs serving these populations. The Project seeks to support the work of the National Programs in each partner country and activities are well linked to the MOH’s public health clinics and HIV prevention activities. Technical assistance is coordinated through the USG partners. Monitoring and evaluation plans are developed at embassy level for each of the grants funded. Program will be finalised following discussions and inputs from USG implementing Prevention activities. The PSGP provides small one time grants to locally based NGOs/FBOs/CBOs who often operate with limited funding.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
