Civil society faces many challenges in China, which limits the coverage and effectiveness of HIV prevention, care and treatment services in the community. The mechanism will develop models and build capacity of local non-governmental organizations to improve treatment adherence and retention, identify people living with HIV in discordant couples, and increase accessibility for key populations, which align with PEPFAR COP priorities: treatment for health and prevention, testing and counseling, and key populations. The mechanism will continue supporting 17 healthcare institutes in Yunnan, Guangxi and Sichuan in China.

The mechanism will facilitate support groups for PLHA at public hospitals and clinics to improve adherence and retention, improve CD4 and viral load tests at program sites and other facilities, and their linkages to treatment. The mechanism will also pilot screening and treatment to prevent cervical cancer in HIV-positive women.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
