Jhpiego will support ZDF to improve clinical prevention, care, and treatment services. The projects’ focus is to improve the quality of services, support sustainable training, supervision, mentorship and M&E systems to expand HIV/AIDS services. This project will contribute reducing the spread of HIV/AIDS in Zambia by building ZDF capacity to prevent infections and provide comprehensive care and treatment through 14 ZDF facilities in Eastern, Southern and Western provinces. This will be achieved via the following objectives:

1) Increase the clinical capability of ZDF providers to deliver comprehensive HIV/AIDS services;

2) Integrate HIV counseling and testing into palliative care services;

3) Strengthen services for diagnosis and management of STIs

; 4) Strengthen VMMC services at 6 ZDF facilities to reach 14,000 males above 15 years old; and

5) Strengthen health systems to improve human resource gaps through provision of financial and technical support for the DSHS.

These objectives will be accomplished through coordinated and integrated programming in: PMTCT to operationalize Option B+ at targeted ZDF; Male Circumcision to support sustained, targeted demand creation and outreach services; Adult Care and Support to ensure comprehensive provision of HIV services; Adult Treatment to improve quality of ART services; Pediatric Care and Support to ensure that appropriate care for HIV positive children is available; Pediatric Treatment to ensure early identification and initiation of ART among infants and children; TB/HIV to strengthen TB case finding among HIV positive individuals; and Health Systems Strengthening to build capacity within ZDF to manage a sustainable training system that produces qualified human resources for health.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
