The goal of the Health Finance & Governance (HFG) project is to strengthen Government of Vietnam (GVN) health financing capacity to ensure sustainability of HIV services as donor resources diminish, by: 1) building health financing capacity and tools to mobilize domestic resources; 2) leveraging the Social Health Insurance system; and 3) supporting HIV service integration into the overall health system. HFG will work closely with Ministry of Health-Department of Planning and Financing, Department of Health Insurance, Vietnam Administration of AIDS Control, Vietnam Social Security-Health Insurance Implementation, supply chain management technical assistance and other PEPFAR mechanisms, and other donors to leverage health financing capacity building efforts at national and subnational levels. It is expected that over time the program will build: strong health financing governance; improved GVN capacity to mobilize domestic resources; efficient budget allocation; proper provider payment mechanisms; and better HIV service integration to remove financial barriers to an accessible, effective and sustainable national HIV response. As this is a new project, specific objectives, indicators, targets, and performance benchmarks will be developed and submitted as part of the overall performance management plan (PMP) and fed into the PEPFAR monitoring and evaluation plan.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
