The World Health Organization (WHO) provides technical assistance (TA) related to HIV/AIDS and tuberculosis (TB) in Vietnam. CDC provides financial support for priority areas. Goals are:

1) Assist the national HIV program, led by the Vietnam Administration for HIV/AIDS Control (VAAC), to identify and implement enhancements to improve the effectiveness of national programs for identifying and treating PLHIV, with an emphasis on key populations (KPs).

2) Improve the quality and safety of tuberculosis (TB) diagnostic testing labs in Vietnam, by strengthening the relationship between the Vietnam National TB Program (NTP), the National TB Reference Laboratory (NRL), and the WHO designated TB Supranational Reference Laboratory (SRL) in Adelaide, Australia.

These goals align with Vietnam Partnership Framework objectives.

Activities will strengthen capacity within the HIV and TB systems at the national and provincial levels, as well as staff of other institutions. This partner contributes to PEPFAR VN’s efforts to transition to GVN ownership.

Monitoring and evaluation of CDC-supported activities within this mechanism will include meetings between CDC and WHO. Monitoring of the HTXS component will consist of refresher trainings, team meetings, site visits, and review of data. CDC will provide oversight of the HVTB component through technical meetings following SRL site assessments. CDC staff will also accompany SRL on a limited number of assessments.

Pipeline was a critical factor taken into account when setting the COP 14 budget request. Current annual spending is approximately 38 percent less than the COP 13 award. The COP 14 award has been reduced to the current annual spending level. It is anticipated that increased activity will use up the existing pipeline.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
