The WHO Consolidated Grant supports collaborative activities with USAID and WHO in infectious diseases, maternal and child health, environmental health, and HIV. The umbrella grant to WHO consolidates most of the Bureau for Global Health agreements with WHO under one mechanism. The grant supports broad USAID-WHO collaboration at WHO headquarters in Geneva and regional and country offices in tuberculosis, malaria and other vector borne diseases, disease surveillance, research, antimicrobial resistance, maternal and child health and HIV.

This funding allows WHO Vietnam to provide in-country technical assistance to the national TB program with these objectives:

-Assist implementation of the 2011-2015 National Strategic Plan on TB Control (NSP) and develop the 2016-2020 NSP;

-Planning and implementation of Global Fund TB activities;

-Assist implementation of the 2010-2015 MDR expansion plan to treat 6,310 MDR patients by 2015;

-Improved case finding, including developing tools and guidelines to implement TB control plans related to public-private mix (PPM), MDR-TB management and TB/HIV;

-Work with National TB program (NTP) to strengthen quality of TB control and MDR-TB, including collaboration between hospitals and NTP in providing high-quality TB/MDR-TB management;

-Work with partners to accelerate implementation of TB-HIV activities;

-Strengthen health systems to improve comprehensive human resource development;

-Strengthen monitoring and evaluation to guide management of MDR-TB and TB-HIV programs and collaborative activities.

However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
