1. Goals, objectives, strategy links. The goal is an improved HIV National Reference Laboratory (NRL) and strengthened national system of HIV laboratories through strengthening human capacity, policies, procedures, and infrastructure. The project contributes to goals 2 and 3 of Ukraine’s PF - improved quality/ cost effectiveness of HIV services for KP and strengthened national ability to achieve Ukrainian NAP objectives.

Previous activities have defined priorities; the main current focus is supporting preparation for the renovation of NRL facilities and piloting of laboratory information management systems(LMIS). 2o objectives include strengthening capacity/policy in laboratory management and validation activities at NRL. Project activities primarily cover national level but involve trainings of individuals in regional lab network .

2. Target populations include MoH, National HIV reference laboratory (NHRL), tertiary level laboratories.

3. Cost-efficiency strategy includes coordination with and leverage of GF Rd 10 resources for lab strengthening and advocacy with the GoU to increase funding for laboratory strengthening.

4. Transition to local partner strategy: APHL coordinates closely with MoH and designs activities to increase NRL capacity to conduct activities.

5.M&E plan: These activities will have MER indicators to measure USG TA contributions.

6. PRN: Outlay –Bureaucratic delays in GoU have greatly slowed implementation of both LIMS and NRL renovation. New MoH leadership is in transition but appears more open to reforming laboratory services towards international standards. This should enable effective use of pipeline resources and no new funds are being requested.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
