TASO will implement comprehensive HIV prevention, care, treatment and support services in 11 private service centers in Kampala, Wakiso, Masaka, Rukungiri, Mbarara, Soroti, Masindi, Gulu Tororo, Jinja and Mbale and support comprehensive HIV services in 52 public health facilities in Jinja, Tororo and Manafwa districts.

The program will scale up combination prevention interventions in order to contribute to universal ART access, improve the quality of life for PLHIV to achieve an AFG. TASO will continue to strengthen district based programming and support the integration of GHI principles e.g. ‘gender equality, women and girls health into comprehensive HIV care and treatment services.

The program will conduct targeted community outreaches for key populations like fishing communities, sex workers and MSMs. TASO will consolidate Option B+ efforts with establishment of mother-baby care points within the MCH. TASO will support the existing EID national sample transportation and referral system for viral load testing to monitor patients on ART. The program will liaise with MOH/QAD and METS to strengthen CQI teams at facilities to review their data and use it for performance improvement. Focus will be on linkage from one service to another, patient tracking, adherence support and retention. TASO will continue to align the M and E system to the HMIS by supporting facilities to report to the DHIS2 and support the MOH to roll out and implement the 2013 national treatment guidelines.

TASO will continue its efforts to transition the former CDC Tororo station into a public health center of excellence and will undergo a restructuring exercise to align the human resource to the current cooperative agreement to ensure efficiency.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
