The GOU National Health Laboratory Services Policy (NHLP) 2009 outlines the goals and strategies for strengthening laboratory services in Uganda. The National Health Laboratory Strategic Plan 2010 – 2015 provides the framework and guidance for investments in lab services and implementation of the NHLP. The MoH oversees laboratory services at the national and regional referral levels while the Ministry of Local Government administers those at the district and health center levels. The Central Public Health Laboratory (CPHL) falls under National Disease Control Department whose mandate is disease surveillance while the bulk of health laboratory services are under the Department of Clinical and Curative services. In line with the NHLP, MoH will put in place an organizational structure with appropriate authority to coordinate and manage the provision of comprehensive health laboratory services in the country. This funding will support the establishment of the National Health Laboratory Services, which will provide leadership in HIV/AIDS related laboratory services, technical assistance, lab systems operations, and service integration and build the capacity of lab personnel in Uganda. This funding will be used to build an indigenous, sustainable national health laboratory system to support the National HIV/AIDS Care and Treatment Plan at all health care levels and sectors within the country.

All new activities will incorporate elements of our interagency health communications strategy once finalized.
