Reach out Mbuya Parish HIV/AIDS initiative (ROM) is a community faith based nongovernmental organization operating in 4 sites in Kampala and Luwero districts but also conducts regular mobile outreach clinics in six sites to reach the most at risk populations. ROM population consists mainly of high risk groups including sex workers, truckers and mobile populations also characterized by high levels of poverty. The HIV prevalence in this catchment area is 9%.

ROM’s goal is to contribute to universal access to care, support, treatment and prevention of people living with HIV in the served communities through the provision of comprehensive community based services.

ROM has continued to achieve excellent program outcomes in 2013 including zero transmission of HIV from mothers to their children. TB treatment success rate of 86% and average adherence rates of >95% for clients on ART. ROM actively involves clients in process of service delivery especially as community ART and TB support for adherence. Also clients run an income generated endeavor, Rosses of Mbuya; a chain of canteens/shops to support OVC. They are one of the few implementing partners that in 2013 tested more males than women due to their unique men's health day clinic model. The above successes are due to ROM's client centered community based model of service delivery.

Planned activities for COP 14 include; provision of HIV counseling and testing, scaling up of care and treatment with emphasis on pediatrics and the most at risk population's specifically CSW, provision of prevention services specifically targeting the MARPS, they will maintain MTCT at 0% and provide TB/HIV and OVC services while ensuring delivery of quality health services.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
