The National Institute of Medical Research (NIMR) is the government parastatal organization that investigates potential evidence-based interventions and other research questions, disseminates findings, and facilitates the development of policies and practices to improve HIV/AIDS service delivery in Tanzania.

The goal of this mechanism continues to focus on building capacity for HIV operational research and public health evaluation in Tanzania and includes 6 components:

1. Continue to implement HRH operations research, disseminate findings, and advocate for utilization of results at all levels;

2. Nurture opportunities for collaboration with FELTP related to outbreak response and cross-ministry collaboration in field studies;

3. GOT- research agenda components which share interest with PEPFAR will be supported through TA and collaboration;

4. Continue to build capacity of NatHREC, focusing on ethics committee members who evaluate research protocols;

5. Continue to improve the national health facility GIS database and update the national health facility master list, in collaboration with MOHSW and other PEPFAR partners. The database will be expanded to accommodate prioritized location-based health information. Also improve accessibility of the information through utilization of web technologies; and

6. Continue to support facility maintenance to improve the quality of NHL-QATC services.

NIMR activities are not measured with FY 2013 EA DSP UEs; however, expenditures reported were in line with programmatic priorities and approved budgets.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
