In COP14 and 15, this Implementing Mechanism will be used to improve the quality of care provided to PLHIV; and provide clinical mentorship and supervision in 23 districts including 87 MoH /PEPFAR sites and 164 sites transitioned to the MoH from a previous partner. University of Maryland’s Partnership for Advanced Clinical Mentorship (PACM) will support the Rwanda Biomedical Center (RBC) to develop and update evidence-driven policies, guidelines, and training materials. In addition to focusing on adult care and treatment services, PACM activities include pediatric, as well as adolescent care and treatment services. PACM will support the integration of HIV/AIDS within primary care services and leverage HIV care and treatment for the management of infectious diseases such as TB, malaria, neglected tropical diseases, and non-communicable diseases. In line with the NSP, PACM will support the national mentoring program by enhancing clinical competencies and mentorship skills of RBC staff, and provincial and district mentorship teams. PACM activities will include skill/capacity building of clinicians to manage complex clinical cases. PACM will strengthen RBC’s institutional capacity for quality improvement in clinical performance, mentorship, and financial management. Through this IM, a multidisciplinary group of infectious disease specialists, quality improvement specialists, and epidemiologists will provide expert consultation to the Rwanda Biomedical Center and Ministry of Health. PACM will also support MoH to roll out a clinical mentorship program to all districts. Monitoring and evaluation activities will be conducted according to GoR and PEPFAR requirements.
