The Plan-Health project goal is to improve HIV and other health services for Nigeria’s vulnerable populations. The project works in Akwa-Ibom, Gombe and Federal Capital Territory (FCT).

Plan Health will accomplish this goal through the following objectives:

1. Strengthen organizational systems and governance practices for improved HIV service delivery.

2. Build a cadre of technical experts in leadership, governance and management though training and mentoring of select public and civil society organizations at the Federal, State and Local levels.

3. Increase access to health care through community based health insurance in collaboration with Shell Multinational Cooperation in Rivers states and National Health Insurance Scheme (NHIS).

5. Improved HIV and Health services across the three tiers of government through strengthening vertical and horizontal coordination between National, State and Local government.

The project M&E plan includes regular meetings, monitoring of data from quarterly reports, site visits and project evaluations.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
