Proper management of patients and improvement of healthcare delivery system is hinged on reliable and accurate laboratory tests. REDACTED Addressing this by a systematic approach, Medical Laboratory Science Council of Nigeria (MLSCN) received funds from CDC to mentor laboratories in Nigeria towards National Accreditation, provide proficiency panels and support activities of the National External Quality Assurance Laboratory Zaria.

The MLSCN will continue to develop registration, certification and accreditation structures and tools. We will advocate for participation in proficiency testing, certification and accreditation. MLSCN will support activities of the national QA team particularly the post market validation of HIV RTKs, strengthen laboratory mentorship scheme and conduct lab audits.

The MLSCN is VAT exempt. Salaries/fringe benefits are provided by GON, as contribution to the project. The “scale up combination prevention and treatment”, “go where the virus is” are not applicable to this project. Activities of MLSCN are fully integrated with GON activities to promote sustainability, efficiency and effectiveness. MLSCN collaborates with SLMTA-Nigeria, ASLM, SANAS and CLSI for science driven capacity building and global effort of shared responsibility. MLSCN participates in the required management, financial and performance monitoring -monthly, semi-annually, and annually through USG DHIS instance, pipelines, meetings, monitoring visits and calls. A performance monitoring framework will also be used to monitor the overall program performance and response to grant requirements.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
