While USG partner NGOs and CSOs have received technical assistance/training to implement HIV/AIDS activities, little has been done to strengthen capacity in the wider CSO community, to enhance technical performance and promote organizational development and sustainability. In response to this and in alignment with the GRN’s commitment to partnership with CSOs that was articulated in the revised National Strategic Framework, the Building Local Capacity (BLC) project will enahnce CSO capacity to plan and deliver services that increase access to quality, coordinated, evidence-based services in support of the national AIDS response. To achieve this end, BLC will undertake activities to strengthen leadership, governance, coordination and management in targeted civil society organizations. To leverage USG and GF efforts, the USG will prioritize NGOs providing services through GFATM grants, with assistance focusing on better planning and provision of services and strengthening approaches to increase access to quality services. To advance GRN objectives, the USG will also focus assistance on strengthening the technical capacities of community-based CSOs to deliver essential care and support services and build linkages between facility and community level services to ensure a continuum of care.

Systematic capacity development efforts will be structured to progressively assist HIV/AIDS NGOs to become stronger and more mature organizations better able to network, collaborate, and contribute to national HIV/AIDS efforts. The USG will also give significant focus to enhancing the financial viability and sustainability of NGOs through approaches to diversify funding, such as outsourcing with governments, private sector, and income generation activities.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
