USAID Namibia has a clear and well defined vision for its role in transitioning PEPFAR to a TA program, and is working actively to provide innovative ways to address both policy and programmatic challenges. USAID Namibia is deeply committed to helping the country achieve the goal of an AIDS-free generation, as well as attaining PEPFAR global targets. This mechanism will be implemented by Project Hope and focuses on mitigating the impact of HIV/AIDS on OVC and OVC caregivers, addressing economic needs and health aspects of HIV and tuberculosis (TB), contributing to the PEPFAR Blueprint and supporting the GHI. It has three strategic results: 1) strengthened community and household capacity to provide health services including TB services and psycho-social services for OVC and TB patients; 2) strengthened linkages and referrals of communities and households to services; and 3) improved economic status of communities and households caring for OVC and TB patients. Geographic reach in 6 regions: Oshana, Omusati, Ohangwena, Oshikoto, Kavango, and Caprivi. The target populations are: a) caregivers of OVC; b) OVC in their care; and c) TB patients and patients co-infected by TB and HIV. The IM will become more efficient over time by delivering services in partnership with the private sector. The IM trains local community-based organizations (CBO) to promote technical sustainability of program objectives. The M&E plan will measure outcomes at the household and child levels. M&E for the community-based directly observed therapy activities uses the government’s reporting system and reports to the health system. The mechanism pipeline will be expended during COP 14 and no new money is requested. No vehicle procurement is expected.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
