The USAID|DELIVER PROJECT has been operating in Malawi since 2006 with the primary aim of strengthening the national health procurement and supply chain management (PSM) systems. The project has assisted the Ministry of Health (MoH) in key activities such as improving quantification, supply planning and forecasting, commodity distribution, supervision, and logistics management information systems (LMIS). These goals support the implementation of Malawi’s Global Health Initiative strategic priorities of reducing mortality and morbidity, as well as strengthening human resources for health and leadership, governance, management and accountability. PSM strengthening is also central to achieving the Partnership Framework goals to promote a more sustainable approach to combating HIV/AIDS, characterized by strengthened country capacity, ownership, and leadership. DELIVER’s activities focus on strengthening PSM, and logistics information and management systems primarily at the national level, with complementary activities at the zonal, district and facility level in selected areas. By investing in systems and human capacity, the project seeks to increase the efficiency of PSM in Malawi while ensuring availability of key commodities. By extension, this increases the country’s ability to have true and strengthened ownership and leadership, critical PF requirements. Monitoring and evaluation activities include routine tracking and periodic progress reviews with GoM and stakeholders.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
