The goal of the GMS Project is to support CAR countries to better meet the health needs of their citizens, particularly vulnerable populations, by deepening its technical support to Country Coordinating Mechanisms (CCMs) and Secretariats in KZ, KG and TJ under CAR’s PEPFAR Strategy Objective 2, particularly sub-objective 2.3 Governance. GMS will address major systems barriers by strengthening health planning and management systems to improve execution of national government infectious disease responses supported by Global Fund (GF) funded programs. GMS will utilize targeted technical assistance (TTA) to provide urgent, short-term TA to CCMs and Principal Recipients (PRs) to build CCM capacity and leadership in governing and overseeing GF grants. In addition, best practices, tools and materials will be shared in UZ and TK, where USAID supports TB efforts. While most TTA is for CCMs at the national level, there will also be implications at the oblast (regional), sub-regional and district levels through strengthened health delivery systems for affected populations. As GF funding decreases, GMS will provide support to enhance country ownership, address sustainability and foster evidence-based programming and financing of HIV activities for key populations (KP). GMS will work closely with UNAIDS Investment Model activities to reinforce country ownership, counterpart financing and sustainability for critical HIV programs in Central Asia. USAID will conduct internal M&E activities, using the GMS diagnostic tool as a baseline and reviewing milestones in strengthening of CCMs and functioning of Secretariats. REDACTED
