The goal of the HIV Innovate and Evaluate Project is to support evaluations, operations research and assessments of U.S. government (USG) supported HIV/AIDS activities in Cambodia with the aim to build the evidence base for more impactful and cost-effective innovations in HIV programming to meet the needs of MARPs and PLHIV in Cambodia. The project focuses on three objectives: (1) Identify critical knowledge gaps and conduct formative research, operations research, and evaluations of HIV/AIDS innovations and interventions supported by USG; (2) Develop and implement a data dissemination plan to document and to incorporate findings into programmatic recommendations for MARPs and PLHIV in Cambodia; and (3) Strengthen local partner capacity to conduct and implement research and evaluation activities. The project works closely with Implementing Partners to complement activities and to align research to local needs of key institutions, relevant stakeholders, MARPs and women and girls by involving them in research design, implementation and dissemination. To develop transition strategy over time, the project puts in place a strong local foundation for future data and evidence based decision making and programming, by taking a systematic approach to capacity building in program research and data use with key policy makers and program implementers, and local research partners through training, mentoring and collaboration on planned research activities. The success of the project relies on its ability to ensure that research studies, dissemination efforts, and capacity building activities are being implemented efficiently, effectively, and with high quality through ongoing monitoring and assessment..
