The goal of the PMTCT activity is to rapidly and effectively scale up PMTCT services using an integrated, community-based, family-centered approach in four additional provinces of Burundi: Gitega, Ngozi, Bujumbura (capital), and Bujumbura (rural). FHI 360, the implementing partner will build on community-level synergies and provide quality access to critical services such as FP, ART, and psychosocial support for those who test positive. The mid-term goal will be increased coverage of fully integrated PMTCT services reaching 95-100 percent of all pregnant women presenting at ANC, labor and delivery services.

An integrated model of HIV services, including PMTCT, into all primary health care facilities will be the overarching goal for all 8 provinces. For the PMTCT scale-up, there are 4 major axes which are to:

1) Prevent HIV in women of childbearing age;

2) Prevent unwanted pregnancies among HIV-positive women;

3) Prevent mother-to-child transmission of HIV;

4) Provide care and support for HIV-positive women, infants, and families.

This will be accomplished in close coordination with GOB and other key international stakeholders. The Global Fund will be critical to the success of the PMTCT Acceleration Plan.

USAID/Burundi will be responsible for monitoring performance of the PMTCT scale-up program. The contractor will have daily management responsibility for the activity and will develop a performance monitoring plan (PMP), inclusive of submitting regular reports, and conducting field monitoring based on the agreed upon PMP. The PMP will be developed in line with the process monitoring matrix in Burundi’s PMTCT Acceleration Plan. The COR will work with the contractor to identify and address performance risks and challenges on an ongoing basis.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
